Imphal, 02 June 2017 ( Evening News ) : Manipur Legislative Assembly today paid obituary reference to its former member Karam Thamarjit who passed away recently in a hospital in Delhi. The members observed 2-minute silence as a mark of respect to the departed Congress MLA who was elected from Keirao constituency in the 11th assembly election in 2012. In his obituary reference Chief Minister Nongthombam Biren said the death of Karam Thamarjit is a great loss for the people of the state. He also spoke about the contribution of the late member. Speaker, Y. Khemchand, former Chief Minister Okram Ibobi, ministers Karam Shyam, Th Biswajit, Losi Dikho, Nemcha Kipgen and MLA Paonam Brojen, also made obituary reference. Paying his obituary reference Keirao MLA Lourembam Rameshwor assured the House that he will work to fulfil the aspirations of Karam Thamarjit and complete the works left incomplete by him. He also told the members that works have been initiated to build a memorial park in his name. Chief Minister Biren today presented the second report of the Business Advisory Committee. Deputy Chief Minister Yumnam Joykumar who also holds the Finance portfolio introduced The Manipur Goods and Services Tax Bill 2017. Introducing the bill the deputy chief minister urged the House to pass the bill for the benefit of the state. The House will meet on June 5 to discuss the bill. MLAs , RK Imo, Ksh Biren snd Dr. Chaltonlien Amo did not attend the session as they were on leave on medical ground. The Congress MLAs who have joined the BJP sat in the opposition benches except minister Thounaojam Shyamkumar.
Imphal, 01 June 2017 ( Evening News ) : Representatives of Peoples Action Committee, PAC formed against the murder of Soram Lakhipyari and Irengbam ongbi Monika have urged Chief Minister Nongthombam Biren to solve the twin murder. The PAC also demanded setting up of a Fast Track Court for speedy trial of cases of crimes against women and punishment to culprits involved in the crimes. Addressing media persons at Manipur Press Club today, Convenor of the PAC, Hijam Bikramjit said, the Chief Minister has given assurance to set up a Fast Track Court in the state. He added the dead bodies of the mother and daughter will not be claimed until the culprits are identified. It may be recalled that Soram ongbi Lakhipyari and her daughter Irengbam ongbi Monika were murdered by unknown persons on the evening of May 30 at Uripok Bachaspati Maning Leikai.
Imphal, 29 May 2017 ( Evening News ) : Deputy Chief Minister and Finance,Taxation and Excise Minister-in-Charge Yumnam Joykumar, expressed that Goods and Services Tax system will overcome the drawbacks of the old taxation system. He made the statement at an Awareness Campaign on Goods and Services Tax organised jointly by Commissioner of Central Excise and Service Tax, Shillong Government of India and Commissioner , Department of Taxes, Government of Manipur at Manipur State Film Development Society's Auditorium in Palace Compound, today. Joykumar also said the Goods and Services Tax system under the Union Finance Ministry which will be effective from june this year will do away with the culture of collecting taxes from people to fill personal pockets. The Finance Minister further said, since in the new taxation system, commodities right from Manufacturer to consumer will be levied single tax, it will benefit Manipur which is basically a consumer state. He appealed the people to register for GST and shift from the old taxation system as soon as possible . Speaking at the occasion, Chief Commissioner of Customs, Central Excise and Service Tax Shillong-Zone, SK Panda said, the Goods and Services Tax system will be effective all over India from June this year and added many states have already registered and migrated in the new system. However, for Manipur state so far only 45 per cent have migrated. He also said, the new taxation will benefit many businessmen. GST System is very transparent and it will bring the central and state into one taxation all over India. Panda said once the GST System starts implementing fully, it will bring down inflation as well. Finance Commissioner, Manipur Government , Vivek Kumar Dewangan, Commissioner of Central Excise and Service Tax Shillong, Gaigongdin Panmei and many people attended the awareness program.
Imphal, 28 May 2017 ( Evening News ) : A woman was found dead under suspicious circumstances at Tera Soyam Leirak. The deceased woman who left behind a few weeks old son was found hanging at a rented house. Police halted the husband of the deceased from conducting the funeral of the woman near the river bank at TYC ground, New Lambulane, after people saw him conducting the funeral in a suspicious manner. The deceased is identified as Thounaojam ningol Shanti, 38 years. She was the second wife of R.K Modhusana 43 from Singjamei Wangma Torban. Police said the first wife of Modhusana, Oinam ningol Shanta, 44 years was also seen with him at the river bank. They were trying to burn the body without performing any traditional rituals. A team of Imphal West Police arrested R.K Modhusana and his first wife Oinam Shanta. Police has registered a case. Meanwhile a team of Forensic Experts visited the site and examined the body.
Imphal, 27 May 2017 ( Evening News ) : Manipur Traffic Police today conducted an traffic awareness cum drive at Keishampat, Chingmeirong, Kakwa and Kwakeithel by opening a mobile post. Traffic personnel checked riders of two-wheelers who violated traffic rules like riding without wearing helmets, triple riding and checked the documents of both two-wheelers and four wheelers. Although the penalty for riding without a license is 500 Rupees, people without licenses were fined 100 Rupees today. DSP Traffic, Imphal West, Ngasepam Ratna and traffic personnel presented handkerchief to riders who wore helmet and with proper documents. They also instructed drivers of four wheelers to fasten seat belts and two wheeler riders to wear helmets and carry driving licenses. Ngasekpam Ratna said drivers who violate traffic rules create problems to everyone on the road. She stated that the awareness cum drive aimed at ensuring that public follow the traffic rules religiously.
Imphal, 26 May 2017 ( Evening News ) : Former Keirao MLA, Thamarjit Karam passed away due to an illness at Apollo Hospital in Delhi, late last night. He was 47. Thamarjit was undergoing treatment at the hospital. Sources said his body will arrive in Imphal tomorrow and the last rites will be held at Kyamgei Mamang Leikai. The former MLA is survived by his wife and a 3-year old daughter. Keirao Assembly Congress Committee has condoled the untimely demise of Thamarjit Karam. Members of the Committee observed 2 minute silence as a mark of respect to the departed leader.
Imphal, 26 May 2017 ( Evening News ) : Governor Dr Najma A Heptulla today opened free counselling and awareness program for admission to different Undergraduate, Postgraduate and Doctoral Programs. The event was organised by Institute of Bio-resources and Sustainable Development (IBSD), Takyelpat. In her inaugural address the governor appealed to the students of the State to make endeavours to introduce Manipur to the rest of the country and world as brand ambassadors of their unique culture and tradition. She expressed her satisfaction at the initiative of the IBSD, Takyelpat to hold the event by inviting well known colleges and universities of the country to provide counselling and awareness to the students of Manipur. Dr Najma Heptulla also appealed to the delegates from different colleges and universities to organise student exchange program so that the students from other states will learn more about the state. Mentors from Delhi University interacted with the students. Principals and teachers of Miranda College, Sri Ventateshwara College, Sri Aurobindo College, Kalinda College and Ramjas College participated in the one day program. A large number of students attended the event.
Imphal, 23 May 2017 ( Evening News ) : Chief Minister Nongthombam Biren and Supreme Court Judge, Justice Madan B. Lokur launched the Case Information System, CIS National Core Version 1.0 of the Manipur High Court today. Biren assured of non interference by the Govt in the proceedings of the High Court. He also announced of setting up of a Judicial Academy at Pangei. The chief minister said the Govt is willing to go all out to look into the shortcomings of Manipur High Court. Manipur High court organised the event at the Auditorium of the High court today. It may be mentioned that the e-committee of supreme court had launched the National Policy and Action Plan for Implementation of Information and Communication Technology in the Indian Judiciary project in 2005. As part of this project, Case Information System has been launched to track the pending cases and other issues. Speaking further, Chief Minister Nongthombam Biren assured of Govt help into the inappropriate court complex and official residences. He also assured of intimidating the central govt regarding the lack of judicial officers. The Govt has also planned to set up 5 family courts in Imphal East, Thoubal, Churachandpur, Bishnupur and Senapati districts under the 14th finance commission.
On the other hand, the chief minister appealed the advocates and the judges to eradicate mob justice from the state. Taking advantage of the event, Supreme Court Judge Justice Madan B. Lokur stated that a state law commission of Manipur needs to be established. He said it will be helpful in carrying out proceedings within the framework of a Manipur law, based on the local conditions of the state rather than following the Guwahati High court model.
