Manipur Charts Digital Future with AI, Cyber Security and Microsoft Partnership

Imphal, August 5: The Government of Manipur reaffirmed its commitment to accelerating digital transformation through citizen-centric governance, artificial intelligence and strengthened cyber security at a State-Level Workshop on Digital Governance, AI, Cyber Security and Skilling held today at the Civil Secretariat, South Block. Jointly organised by the Department of Information Technology and Microsoft, the workshop brought together government officials, academicians, entrepreneurs and technology experts to discuss strategies for building a digitally empowered Manipur. Chief Minister Yumnam Khemchand, addressing the gathering, said the initiative would help formulate a roadmap for the state's digital future by promoting AI-driven inclusive growth and secure digital infrastructure. He highlighted that collaboration with Microsoft would provide youth, government employees and entrepreneurs with opportunities to acquire skills in artificial intelligence and emerging technologies. The Chief Minister also said the partnership is expected to enhance public service delivery while creating new opportunities for innovation and entrepreneurship across key sectors, including agriculture, healthcare, education, tourism and digital services. Entrepreneurship Development Programme Begins for 730 CMESS Beneficiaries

Imphal, August 5: A seven-day Entrepreneurship Development Programme for shortlisted beneficiaries under the Chief Minister's Entrepreneurship Support Scheme (CMESS) began today at the Planning Department Training Hall in Imphal. The programme is being organised under the State Government's Startup 2.0 initiative to equip aspiring entrepreneurs with practical knowledge and business skills. Speaking at the inaugural function, Special Secretary (Planning) Neilenthang Telien said Manipur possesses immense potential in the fisheries sector and urged participants to seize local opportunities to reduce dependence on imported fish while exploring other promising business avenues. He encouraged the participants to utilise the training effectively by transforming innovative ideas into sustainable enterprises capable of generating employment and contributing to the state's economy. Telien also assured continued government support for entrepreneurship initiatives. MPCC Questions Appointment Process of 8th Manipur Waqf Board

Imphal, August 5: The Manipur Pradesh Congress Committee (MPCC) has criticised the State Government over the constitution of the 8th Manipur Waqf Board, alleging that the appointments were made without transparency. Addressing a press conference at Congress Bhavan, MPCC spokesperson Rabi Khan claimed that the government appointed members to the Board without disclosing the names or details of applicants. He said the Waqf Board is responsible for administering and managing Islamic religious and charitable trusts. Referring to the Waqf (Amendment) Act, 2025, Khan noted that while the law mandates the inclusion of two non-Muslim members, the legislation remains under judicial scrutiny with a case pending before the Supreme Court. The Congress leader also questioned the appointment of BJP State President and Rajya Sabha MP A. Sharda to the seven-member Board, alleging political interference in a religious institution. He urged the BJP-led government to focus on addressing pressing public issues instead of politicising institutions.

SED Foundation Demands Fulfilment of iPad Promise Before Withdrawing Election Petition

Imphal, August 5: The SED Foundation has stated that it will withdraw its election petition against Khurai MLA L. Susindro Meitei only if the legislator fulfils his electoral promise of distributing iPads to students in the constituency. Addressing a press conference at Khurai Konsam Leikai, SED Foundation President Laitonjam Jayananda said the election petition, currently pending before the Supreme Court, challenges the MLA's 2022 election over alleged inaccuracies in his election affidavit, non-disclosure of assets and an alleged violation of the Model Code of Conduct linked to the iPad promise. Jayananda also announced plans to file Right to Information (RTI) applications seeking details on the utilisation of various development funds, including the Local Area Development Fund, Jal Jeevan Mission and Pradhan Mantri Awas Yojana (PMAY). He urged elected representatives to maintain transparency in governance and prioritise public welfare over political propaganda.

Manipur High Court Upholds RTI Right to Inspect MPSC Answer Scripts

Imphal, August 5: The High Court of Manipur has upheld an order of the Manipur Information Commission (MIC) directing the Manipur Public Service Commission (MPSC) to allow candidates to inspect their evaluated answer scripts for the Manipur Civil Services Combined Competitive Examination (MCSCCE), 2016 (2022). Justice A. Guneshwar Sharma delivered the judgment on July 21 while dismissing three writ petitions filed by the MPSC challenging the MIC's order issued on April 28, 2023. The Court reaffirmed the right of RTI applicants to inspect their evaluated answer sheets, reinforcing the principle of transparency and accountability in public recruitment examinations. The ruling is expected to strengthen access to information under the Right to Information Act by enabling candidates to verify the evaluation process and promoting greater public confidence in recruitment conducted by the Commission.

JFD Warns of Statewide Agitation Over NRC Update Demand

Imphal, August 5: The Campaign for Just and Fair Delimitation (JFD) has warned of launching a series of public agitations if the Manipur Government fails to clarify its stand on updating the National Register of Citizens (NRC) before the Census. The warning was issued during a public meeting held at Thoubal Bazar, jointly organised by JFD, Thoubal Keithel Phambi Mathak Makha Apunba and the Meitei Community Joint Co-ordinating Committee 18 Club. JFD Convenor Jeetendra said August 6 has been fixed as the deadline for the government to respond to the organisation's demand. He stated that if no clear position is announced by the deadline, the organisation will convene a joint meeting with civil society organisations before launching a phased agitation. Appealing for public support, Jeetendra said the proposed movement aims to press the government to clarify its position on updating the NRC ahead of the Census process.

ITBP Inspector General Meets Chief Minister, Discusses Security and Civic Action

Hand Grenade Recovered from House in Sangaiprou; Police Launch Investigation

Imphal, August 5: A hand grenade was recovered from a residential property at Sangaiprou Mamang Leikai in Imphal West, prompting a swift response from the police and bomb disposal authorities. According to police reports, family members of 40-year-old Hodam Rajesh discovered the explosive device at around 6 a.m. at their residence and immediately alerted Lamphel Police Station. Police personnel quickly cordoned off the area to ensure public safety while the Manipur Police Bomb Disposal Squad was called in to neutralise the threat. The grenade was safely removed from the premises and later disposed of at the Lamphelpat dumping area at around 1 p.m. No injuries or damage were reported during the operation. Police have launched an investigation to identify those responsible for planting the grenade and to determine the motive behind the incident.

Sangaiprou Residents Protest Grenade Incident, Demand Swift Action

Imphal, August 5: Residents of Sangaiprou staged a protest condemning the planting of a hand grenade at a residence in Sangaiprou Mamang Leikai and demanded immediate action against those responsible. The demonstration, held at the Sangaiprou Community Hall, was jointly organised by Sangaiprou Apunba Nupi Lup, Sangaiprou Naharol Club and the Sangaiprou Young Development Committee. Addressing the gathering, SANL President Sanasam Radheshyam expressed concern over the increasing number of bomb-related incidents in the locality, saying repeated attacks have created fear and insecurity among residents. He questioned who would be held accountable if such incidents result in casualties and urged the authorities to ensure the safety of the public. The protesters also recalled a similar bomb attack on the residence of Imphal College Principal Prof. M. Chandra in the same locality a few months ago and appealed for stronger security measures to prevent such incidents from recurring.

Jiribam Residents Warn of Agitation Over Dilapidated Dibong Lamlong–Ningthemkhunjao Road

Imphal, August 5: Residents of Ningthemkhunjao in Jiribam district warned to launch intense agitation if the Dibong Lamlong–Ningthemkhunjao road is not repaired within this year. The warning was issued during a public meeting organised by the Meitei Naha Club, Ningthemkhunjao, where local residents highlighted the deteriorating condition of the road and its impact on daily life. Club Executive Member K. Devras said the damaged road has caused immense hardship for commuters, students and patients, affecting transportation and access to essential services. He alleged that repeated appeals to the Chief Minister, the local MLA and the Deputy Commissioner seeking urgent repair of the road have failed to produce any meaningful response. The club also accused the concerned MLA and officials of remaining indifferent to the issue. The organisation warned that it would launch a stronger public agitation with the support of local clubs, Meira Paibi groups and civil society organisations if repair work is not undertaken within the stipulated timeframe.

Manipur Police Arrest Man with Suspected Tramadol Capsules and Brown Sugar

Imphal, August 5: Manipur Police arrested a man allegedly in possession of suspected psychotropic substances during an operation conducted on Tuesday. According to police, the accused has been identified as 27-year-old Md. Hasif Khan, a resident of Moijing Leingoijin in Thoubal district. Police reportedly recovered 201 suspected Tramadol Hydrochloride capsules and 43 grams of suspected brown sugar from his possession during the operation. The seized substances have been taken into police custody for further examination, while the accused has been booked under the relevant provisions of the law. Authorities are continuing their investigation to determine the source of the contraband and whether the accused has links to a wider drug trafficking network. The arrest forms part of the ongoing anti-drug campaign being carried out by Manipur Police to curb the illegal trade in narcotic drugs and psychotropic substances across the state.

Six Held in Thoubal Drug Bust; Police Seize Heroin, WY Tablets and Cash

Imphal, August 5: Security forces arrested six persons, including three women, during a frisking and checking operation conducted at Lilong Haoreibi Lou Manga in Thoubal district on August 4. According to Manipur Police, those arrested have been identified as Bogimayum Anish alias Haraobi (24), Moirangthem Ranajit (30), Moirangthem Puspa Rani (28), Miss Sahana (25), Meraimayum Abirkhan (33) and Fajilatun (30). During the operation, security personnel seized 12 grams of suspected heroin, 22 WY (methamphetamine) tablets, one Royal Enfield motorcycle, one Honda Dio scooter and ₹37,820 in cash. Police said the seized items have been taken into custody and further investigation is underway to ascertain the source of the drugs and identify any links to organised narcotics trafficking. The arrests are part of the state's continuing drive against the illegal drug trade and related criminal activities.

Two Suspected NSCN (IM) Cadres Arrested in Tamenglong Extortion Case

Imphal, August 5: Manipur Police have arrested two suspected cadres of the NSCN (IM) for their alleged involvement in extortion activities along National Highway-37 in Tamenglong district. According to police, the arrests were made on Tuesday at Sibilong under Kaimai Police Station. The accused have been identified as 45-year-old Gaisuaklung Ngaomei of Bhalok village and 29-year-old Job Gangmei of Sibilong Part-II in Tousem Sub-Division. During the operation, police recovered one live cartridge, Rs. 22,000 in cash believed to be linked to extortion activities, and two Baofeng communication sets along with chargers. Police said the arrests were part of an ongoing drive against extortion and insurgency-related activities along major highways in the state. Further investigation is underway to ascertain the involvement of the arrested individuals in other cases and identify possible associates. Authorities reiterated their commitment to intensifying operations against unlawful activities to ensure the safety of commuters and local residents.

Cable Operators Condemn Repeated Vandalism of Impact TV Network Infrastructure

Imphal, August 5: The All Manipuri Local Cable Operator (AMLCO) has strongly condemned repeated incidents of cable wire cutting, theft and vandalism affecting areas served by Impact TV's Dodo Cable network. In a statement, AMLCO expressed concern over recurring damage to cable infrastructure in Khurai Konsam Leikai, Ipum Mapal, Heigrumakhong Turel Mapal Manung Leirak and Chingjaroibi Leirak. The association stated that repeated acts of vandalism have disrupted cable services and caused inconvenience to subscribers while resulting in financial losses to operators. AMLCO warned that if such incidents continue and lead to any untoward consequences, those responsible would be held fully accountable. MTU Marks 11th Foundation Day, Announces Expansion of Academic and Research Programmes

Imphal, August 5: Manipur Technical University (MTU) celebrated its 11th Foundation Day at its New Academic Block in Takyelpat, highlighting the institution's continued expansion in academic programmes, research and digital governance. Flash Floods Damage Paddy Fields and Bridge in Ukhrul-Senapati Border Village

Imphal, August 5: Incessant rainfall has triggered flash floods along the Ngaorei (Laini) River, causing extensive damage to agricultural land and infrastructure in Laii village along the Ukhrul-Senapati border. According to local residents, the river has crossed the danger mark, submerging between 80,000 and 90,000 tins of newly transplanted paddy fields and causing heavy losses to farmers. The floods have also damaged the foundation of the Laini River Bridge connecting Laii and Kharasom villages, disrupting an important transportation link. Villagers further highlighted the absence of a hanging bridge along a nearly 50-kilometre stretch between Chingjaroi, Lower Phaibung and Laii, forcing residents to cross the swollen river at considerable risk. They appealed to the Manipur Government to conduct an immediate assessment of crop losses, provide compensation to affected farmers, repair the damaged bridge and construct a hanging bridge to improve connectivity and public safety.

IMD Issues Orange Alert for Heavy Rainfall in Parts of Manipur

Imphal, August 5: The India Meteorological Department (IMD), Imphal Centre, has issued an Orange Warning for parts of Manipur, forecasting heavy rainfall accompanied by thunderstorms and lightning. According to the weather office, Tamenglong, Ukhrul and Noney districts are likely to experience intense rainfall, while showers are expected to continue across much of the state over the next two days. The IMD has also forecast rainfall in Jiribam, Noney, Chandel, Churachandpur and Pherzawl districts on August 6, with scattered rain expected in Senapati, Kangpokpi, Imphal East, Imphal West, Ukhrul, Kamjong, Bishnupur, Thoubal, Kakching and Tengnoupal districts. Meanwhile, the ICAR Agrometeorological Unit at Lamphelpat recorded 7.6 millimetres of rainfall across Manipur during the past 24 hours. Residents have been advised to remain alert, particularly in low-lying and landslide-prone areas, and follow weather advisories issued by the authorities.

Manipur Police Felicitated for Winning 12 Medals at All India Police Meet

Imphal, August 5: Director General of Police, Manipur, has felicitated members of the Manipur Police contingent for their impressive performance at the 11th All India Police Meet – Judo Cluster 2026 held in Hyderabad from July 23 to 30. The contingent secured a total of 12 medals, including two gold, two silver and eight bronze medals across Wushu, Judo, Taekwondo Poomsae and Karate events. Among the gold medal winners were N. Roshibina in the Wushu (Sanda) category and H. Sunibala in Judo. Congratulating the athletes, the DGP commended their dedication and hard work in bringing laurels to the Manipur Police and the state. He also encouraged sportspersons within the police force to continue striving for excellence and expressed confidence that the contingent would achieve even greater success in future national competitions.

The Directorate of Welfare of OBC and SC, Government of Manipur, reportedly disbursed more than ₹7.78 crore under the Economic Development Programme (EDP) scheme between the financial years 2017–18 and 2020–21. However, information obtained through the Right to Information (RTI) Act has raised serious concerns after the department stated that key records related to the scheme could not be traced.

According to documents obtained through the RTI process, an applicant sought detailed information on the implementation of the EDP Scheme in December last year. After receiving no satisfactory response, the applicant filed a first appeal. Subsequently, in February this year, the State Public Information Officer (SPIO), who is also the Director of Welfare of OBC and SC, furnished a reply.

In its response, the department confirmed that ₹7.78 crore had been disbursed under the EDP Scheme during the period from 2017–18 and 2020–21. It further stated that the names of beneficiaries were available on the Directorate’s official website.

However, the department also disclosed that several crucial records were not available. These included beneficiaries’ application forms and supporting documents, Annual Progress Reports (APRs), Utilisation Certificates (UCs), inspection reports, records detailing the utilisation of funds, and information relating to the firms or agencies involved in implementing the scheme.

Unsatisfied with the incomplete response, the applicant filed a second appeal before the Manipur Information Commission. The Commission subsequently issued summons to both the SPIO and the First Appellate Authority.

Following the hearing, the Director of Welfare of OBC and SC submitted another reply in May this year, stating that the EDP Scheme involved multiple departments and that the relevant files and records could not be traced despite efforts to locate them.

The disclosure has raised serious questions about the implementation and monitoring of the scheme. In the absence of essential official records, it is difficult to independently verify the identities of the beneficiaries, determine whether the funds reached eligible recipients, or assess how the public money was utilised under the Economic Development Programme.

The missing records have also sparked concerns over transparency, accountability, and record management in the implementation of government welfare schemes.
