Imphal, 29 September 2016 ( Evening News ) : Thangmeiband MLA Kh. Joykisan has accused speaker, Th. Lokeshwar of partiality in dealing with disqualification cases of the MLAs. Addressing media persons at BJP head office at Nityaipat Chuthek today the MLA Joykisan alleged that the Speaker has deferred the verdict on the disqualification cases of 5 MLAs of Manipur State Congress Party, MSCP against their joining Congress party. He maintained that this had made the 10th Schedule ineffective. Joykisan said the BJP Manipur will take out a protest rally against the Speaker's act on October 1 and submit a memorandum to the Governor of Manipur. He appealed to the people across party lines to participate in the rally.

Convener of BJP Manipur Pradesh State Election Management Committee Thounaojam Chaoba alleged the Speaker defers the disqualification cases against MLAs who the Speaker wanted to protect. He said Wangoi MLA Oinam Lukhoi who joined the BJP had to leave the party after the Speaker took up the disqualification case against him. Chaoba  accused the congress party of accepting Oinam Lukhoi when he should have been unattached. He also mentioned that opposition MLAs Dr I. Ibohalbi and K Sharat joined the Congress as  individuals, their party did not merge with congress. The BJP leader said they deserved to be disqualified. Reacting to  Congress MLA K Ranjit's statement on the framework agreement between the NSCN-IM and the Centre, Chaoba said  Chief Minister Okram Ibobi alone must be knowing the details and the Congress MLAs must ask about it to the chief minister.

 

 

Imphal, 29 September 2016 ( Evening News ) : Mizoram government will continue to hold peace talks with the Manipur-based terror outfit -- Hmar People's Convention-Democratic, HPC-D. Mizoram Home Department Additional Secretary yesterday informed media that the second round of talks is scheduled for October 5. The first round of talks between the government and the HPC-D was held on August 10. The negotiations between the state government and the HPC-D reached a standoff in 2013 on the issue of extension of the period of suspension of operations. After the talks broke down previously over suspension of operations against the terror group, a host of leaders of the outfit were arrested. The Manipur based militant outfit of the Hmar tribals has been triggering violent activities in Mizoram since 1994 demanding a separate autonomous district council under the Sixth Schedule of the Constitution by carving out areas adjoining southern Manipur, northern Mizoram and southern Assam. Mizoram is the first and only state in India which received Rs 182.45 crore from the central government in 2000-01 as "Peace Bonus" for keeping peace after decades of insurgency.

Imphal, 26 September 2016 ( Evening News ) : One minor boy was killed and 4 persons were injured in clashes among people in Khergao Yumkhaibam Makha Leikai last evening. The incident occurred after people came to know that Md. Azmir @ Ezi son of  Md. Sanaullah of Khergao Yumkhaibam Makha Leikai was involved in the murder of Md. Naoshad Khan. Md. Naoshad Khan was found dead at Nganglou Loukon under Lilong Police station on April 2 last year.  The dead boy is identified as Md Saddam, 14 years son of late Abo of Yumkhaibam Makha Leikai. Those injured are identified as Md. Eki,  24 years, son of Bashir and Md Ajij, 24 years, son of Echamba of Khergao Makha Leikai and Md Muktar and Md Boicha of Kshetri Awang Leikai. Sources said the JAC and locals went to the house of the accused Md. Azmir to discuss the matter. However the family members of the accused fired at the people. Sources also said the police was informed of the firing but the people situation turned violent after police refused to arrest the culprits. The locals attempted to destroy the house of the accused around 8 pm but the family members once again fired at the crowd injuring 4 people. Ezi and other family members managed to escape from the house. Around 11 pm the irate locals damaged the house and set it on fire. The fire spread to the neighbour's house and Md Saddam who rushed to fight the fire stepped on a live wire and was electrocuted. 3 of those injured in the firing were rushed at JNIMS.  Md Eki who was injured in the neck, chest, arm was referred to SHIJA Hospitals.

Co-convenor of JAC against the murder of Naoshad, Aribam Aziz today told the media persons that the violence occurred after the family fired at persons who went to meet Ezi. He said if police arrested the persons who opened fire, the violence could have been prevented. Aziz said the police has falsely accused the JAC of causing the incident. He alleged that  the police is trying to arrest the JAC members not the accused in the murder. He urged the govt and the police to arrest the accused persons and warned of intense agitation if they are not arrested. The JAC has called for indefinite bandh in Kshetrigao.

The DC Imphal east has imposed curfew in Kshetrigao from September 26 until further orders under sub section 2 of section 144, Cr PC 1973.

Imphal, 26 September 2016 ( Evening News ) : Permit of oil pumps will be cancelled in case oil pumps are found giving fuel to two-wheeler drivers without helmet. Speaking exclusively to Impact News, Transport Commissioner M. Lakshmi Kumar said following notification from the Dept of Transport Ministry dated 16 August 2016, ‘No helmet No petrol system’ was introduced in Manipur with effect from September 1. The decision was taken along with all the concerned departments of the state. Lakshmi Kumar said till September 22 1,548 cases were registered for traffic offence and a sum of 3 Lakh 9 thousand 8 hundred Rupees were collected in a drive taken along with Traffic Police and State Police.

Imphal, 26 September 2016 ( Evening News ) : Transport Minister Dr. Kh Ratan Kumar said the ban on parkings in the market area is not revoked by the govt. Despited the ban many private vehicles are found parking the prohibited areas causing problems to the commuters. Speaking Exclusively to Impact News, Transport Minister Dr. Kh Ratan Kumar said the transport dept is a regulatory body and it needs help of IMC, MAHUD, Home Dept regarding the enforcement of the rules and regulations. Citing that the traffic congestion in the city and surrounding areas is due to lack of public transport and parking lot, Minister Ratan Kumar said public awareness is needed as the illegal parking is still rampant in the state. Minister Ratan Kumar said the Manipur State Transport Policy, 2015 will be fully implemented in the state by next year.
